The Bangalore Metropolitan Transport Corporation (BMTC) proposes to develop Traffic and Transit Management Centres (TTMC) under JNNURM, Government of India Scheme for improvement of city infrastructure, across the city with the objective of providing the following to its 35 lakh commuters in the City;

  • Quality focused transport infrastructure

  • First and last mile connectivity through park and ride facilities

  • Necessary service related uses.

The TTMCs are being developed in order to enhance public transport ridership thereby reducing congestion and pollution in the city in the long run. These would also act as major transportation hubs providing inter-modal connectivity and would comprise state of the art bus terminal, integrated bus maintenance facilities, Park and Ride Facilities, Passenger Amenities and offices for BMTC.

  1. Bangalore Metropolitan Transport Corporation (BMTC) invites item rate tenders from Class I Civil Contractors registered with KPWD/CPWD/MES, through e-tendering mode for the construction of works given below. The tenderers may submit tenders for any or all packages. However, a successful tenderer will be awarded a maximum of two packages. Single Stage, Two Cover Tender procedure as per Rule 28 of the KTPP Act is being adopted.

  1. Interested Tenderers may submit application for issue of the User ID and Password from January 18, 2008 up to March 07, 2008 along with Demand Draft towards Cost of Tender Document in favour of CAO&FA, BMTC payable at Bangalore at the office of the Executive Engineer, Bangalore Metropolitan Transport Corporation, Shanthinagar, Bangalore-560027.

  2. The EMD shall be in the form of a Demand Draft in favour of CAO&FA, BMTC payable at Bangalore. The DD towards EMD and any other original documents as specified in the Tender Document shall be submitted to the office of Executive Engineer, Bangalore Metropolitan Transport Corporation, Shantinagar, Bangalore- 560027 on or before March 10, 2008 upto 1600 Hrs.

  1. Minimum Qualification Criteria for each package;

a. Technical/Experience Criteria:

The Tenderer should have in the last five years (from April 2002);

  1. Satisfactorily completed (at least 90% of the contract value), as prime contractor, at least one project of similar nature, the project cost of which shall not be less than 80% of the Amount put to Tender for the respective packages. Project of similar nature shall mean any RCC multi-storey residential/commercial complex, transport infrastructure projects such as airport/railway/ bus/truck terminals

  2. Executed in any one year, a minimum of 25,000 sqm of built-up area from a single project of similar nature.

    1. Financial Criteria:

The Tenderer should have in the last five years (from April 2002);

  1. Achieved, in at least two financial years, a minimum annual financial turnover (in all classes of civil engineering construction works only) of Rs. 100 Crores;

  2. Net Worth of at least Rs 60 Crores in the last completed financial year;

  3. Liquid assets and/or availability of credit facilities of not less than Rs 20,00,00,000/- (Rupees Twenty Crores) (Credit lines/ letter of credit/ certificated from banks for meting the funds requirements etc).

In case the tenderer is lowest for two packages, then the Tenderer must demonstrate having experience and resources to meet the aggregate of the qualification criteria for the respective packages.

GENERAL NOTES TO THE IFT

  1. The tenderer shall scan the certified copies of contractors registration certificate, work done certificate, annual turn over certificate and the DD towards EMD and any such document specified in the Tender Document and upload the same in the prescribed format.

  2. The rates shall be quoted in both words and figures clearly.

  3. The quoted rates shall be inclusive of cost of materials, all lead and lift, and transportation up to work spot.

  4. The quoted rate shall be inclusive of all taxes, surcharges, service taxes, Income Tax, sales tax etc as applicable.

  5. The selected Tenderer should submit the PERT CHART / MILE STONE to show execution plan of work.

  6. The selected Tenderer should submit the quality test reports by reputed/ Govt. colleges/Quality control labs for the materials/concrete/steel/cement mortar used at his own cost and submit to the Engineer in-charge.

  7. The selected Tenderer shall make his own temporary arrangement for water supply, electricity, sanitary during the execution of work. If the contractor intends to use Dept, water, 1% of cost of items consuming water shall be recovered in the bills.

  8. The selected Tenderer should make all safety measures and safety practices as per safety manual.

  9. The selected Tenderer should make all necessary barricading works for the execution of work at his own quoted cost.

  10. The selected Tenderer should store the explosives/building materials as per prevailing rules.

  11. The selected Tenderer has to establish a site office in the BMTC site premises.

  12. The selected Tenderer should adhere to the rules and regulations of the Labour Department and should have been registered with Labour Department.

  13. The selected Tenderer should provide minimum infrastructure facilities for their deployed workers (i.e, Drinking water facility, housing facility, Sanitary and First Aid Medical facility etc.,) at the project site.

  14. The Contractor has to achieve minimum progress for each month.

  15. The selected Tenderer should abide by all terms and conditions mentioned in the contract framework of PWG-65 Schedule of contract agreement and amendments there off.

  16. The selected Tenderer has to use ready mix concrete for all the concrete works, as specified in the tender schedules.

  17. The tenderer shall submit a list of litigations pending as on 31.03.2007, during last 5 Years.(01.04.02 to 31.03.07) with all relevant details i.e., Name of litigant party, nature of Litigation, facts of litigation, name of court and final outcome of the litigation if any. Any false information will be viewed seriously and may even lead to termination of the contract.

  18. In case, if the firms registered under the Indian Partnership Act and companies registered under Companies Act, the person signing the tender shall state the authorization authority under which he is Signing/acting on behalf of partnership firm /company and enclose the certified copy of the Partnership deed/Memorandum of Articles of Association issued by the Authorities.

  19. The tenderer shall study specifications, detailed drawings carefully and visit the work spot, quarries, before quoting his tender rates. Any requests or claims for Escalation of rates in Quoted tender rates for any reasons will not be entertained. Quoted rates are binding on Contractor.

  20. The Competent Authority reserves the right to reject any or all the tenders without assigning any reasons.

  21. The tenderer shall procure and use only materials confirming to BIS specification such as Steel, Cement, and water supply materials for the work. Any one of the following brand cement Shall be used: ACC, Coramandal, Birla Super and Rajashree or equivalent confirming to BIS specification. Any of the following steel shall be used: S.A.I.L. TATA Steel or equivalent conforming to BIS specification.

  22. The estimate rates are derived from the PWD SR of Bangalore circle, along with lead charges based on PWD lead chart. The rates quoted shall be inclusive of cost of all materials, labour charges all lead & lift, transportation and finishes. Any escalation in quoted rates for any reasons will not be entertained

  23. Any information regarding work, plan and estimate may be obtained from the office of the Executive Engineer, BMTC during office hours on working days.

  24. All the recoveries will be made in each bill as per prevailing Government rules and the regulations and any modifications thereof.

  25. The selected Tenderer should make is own arrangements to obtain statutory approvals from the local bodies concerned as and when required.

  26. The other stipulated terms and conditions prescribed in transparency Act 1999,2000,2001,2002 & 2004 and PW-G 65 schedule of contract form shall be applicable.

  27. Any amendment in PWG-65 thereof is binding on the contractor.

  28. The contractor shall cast 3 sets of 3nos each of test sample of concrete cubes on each day of laying of concrete. These cubes shall be tested for 3 days, 7 days and 28 days compressive strength of concrete at his own cost he shall submit the test reports to Asst. Executive Engineer and Executive Engineer.

  29. The Tenderer /Firm shall make all arrangements to ensure safety for its employees/ labours and to public causing any untoward incidents that may occur while execution which may cause injuries /fatal accidents. The tenderer /firm is solely responsible for these incidents. BMTC is not responsible for this.

  30. The BMTC is not responsible for any technical defects committed by the firms/contractor while downloading & uploading the tender documents.

  31. Dispute resolution shall be only through courts and not through process of Arbitration. The jurisdiction of courts shall be Bangalore only.

  32. Quoting lowest rates shall not confer legitimate right for award of contract to the tenderer/firm. The decision of the Competent Authority in this regard is final and binding on all the quoted firms and contractors.

  33. The selected Tenderer should not engage the child labour on the work site.

  34. Risk purchase clause – the BMTC reserves the right to invoke the risk purchase clause in case the bidder does not adhere to the terms of the order.

  35. BMTC will have right to put penalty clauses for any failure of the bidder. If the tenderer does not adhere to the terms of the work order and agreement, then the BMTC reserves the rights to BLACK LIST such Contractor.

  36. All documents (each page enclosed in the technical bid) should be attested by authorized person signing the tender and the Original documents shall be produced while opening the technical bids for verification. If the Tenderer fails to produce the Original documents such tenderer shall be rejected.

  37. The Tenderer shall execute the electrical work through a PWD licenced class I electrical contractor as per rules and regulations of BESCOM it is the responsibility of the selected tenderer to get the power sanctioned and service connection and electrical inspectorate at is own cost and risk.
